In 1992, the European Institute of Public Administration (EIPA) was entrusted by the European Commission with the implementation of the Regional Integration Training Programme. This programme was a joint initiative between the member countries of the Rio Group and the European Union aimed at strengthening cooperation in the field of regional integration.
For this purpose, the training centre CEFIR – Centro de Formación para la Integración Regional was established in Montevideo, Uruguay.
