In 1992, the European Institute of Public Administration (EIPA) was entrusted by the European Commission with the implementation of the Regional Integration Training Programme. This programme was a joint initiative between the member countries of the Rio Group and the European Union aimed at strengthening cooperation in the field of regional integration. 

For this purpose, the training centre CEFIR – Centro de Formación para la Integración Regional was established in Montevideo, Uruguay.

The European Centre for Judges and Lawyers (ECJL), EIPA’s Antenna in Luxembourg, was established in 1992

The Colloquium on Subsidiarity held in the Limburg Provincial Government on March 1991, in the presence of Mr Jacques Delors, former president of the European Commission, marked the institute’s 10th birthday 

Mr B.J.M. Baron van Voorst tot Voorst, the Queen’s Commissioner to Limburg, unveiled the first stone of the extension to EIPA’s building on the Hondstraat on 30 June 1994
